DESCRIPTION
DESCRIPTION: The Foreman is responsible for leading and supervising field crews engaged in the construction, maintenance, inspection, and repair of the City's water distribution and wastewater collection systems. This position oversees crew activities related to the installation, operation, and upkeep of water mains, service lines, valves, fire hydrants, meters, and wastewater infrastructure including pipes and manholes. Duties may include supervising leak detection, sewer cleaning, CCTV inspection, and other system maintenance activities to support reliable utility operations.
The Foreman directs and participates in field work involving the installation of new infrastructure, repair or replacement of existing systems, and preventive maintenance of water and wastewater assets. This role requires the operation and oversight of construction and maintenance equipment and ensuring that all work is performed safely, efficiently, and in accordance with established standards and procedures.
Assignments may vary based on operational needs, and the Foreman may supervise crews performing water distribution or wastewater collection system activities including construction, repair, maintenance, inspection, cleaning, and related operational work.
Essential Duties and Responsibilities:
● Crew Supervision & Leadership:
o Supervise one or more crews engaged in water distribution and wastewater operations, including new construction, maintenance, and repair activities.
o Assign tasks and monitor work to ensure timely, efficient, and safe project execution.
o Provide instruction and guidance to employees' online installations, disinfection procedures, safety protocols, pipe and valve repairs, hydrant maintenance or relocation, and point repairs.
o Oversee the installation of new water/wastewater lines and the repair or replacement of existing water/wastewater mains, service lines, valves, hydrants, manholes, etc.
o Supervise leak detection activities and coordinate repairs associated with identified leaks.
o May oversee the repair and replacement of water mains and service lines to new and existing meters.
o Inspect ongoing and completed work to ensure quality, safety, and compliance with established standards and procedures.
o Maintain positive working relationships with employees, other City departments, and external service providers.
● Operations & Equipment:
o Operate and oversee the use of equipment such as excavators, backhoes, Vactor trucks, jet rodders, and related construction or maintenance equipment.
o Exercise judgment to adjust work plans in response to unforeseen conditions or operational needs.
o Locate and mark water distribution and wastewater lines to support maintenance, repair, and construction activities and to prevent damage to existing infrastructure.
o Assist with the maintenance and repair of water distribution and wastewater collection systems.
· System Maintenance & Repairs:
o Direct and participate in the repair, replacement, relocation, and maintenance of water/wastewater lines, valves, fire hydrants, manholes, etc.
o Locate and mark water distribution and wastewater lines.
o Assist with the maintenance and repair of water distribution and wastewater collection systems.
· Administrative & Compliance:
o Ensure accurate inventory tracking and reporting.
o Remain on call for weekends and emergency response as required.
o Perform other duties as assigned.
Qualifications:
· Education and Experience:
o High school diploma or equivalent (required).
o Minimum five (5) years of experience in the water and wastewater service field or related area.
· Knowledge, Skills, and Abilities:
o Knowledge of water and wastewater system materials, practices, repairs, and equipment.
o Ability to read construction blueprints and knowledge of line location methods.
o Clear oral communication and instruction-following ability.
o Conflict resolution and leadership capability.
o Knowledge of safe work practices.
o Availability of working on-call shifts during weekdays, weekends, nights, and in emergencies.
· Licensing/Certifications:
o Valid resident Class A CDL License with tanker endorsement.
o Class IV Water Distribution License (issued by ADH).
· Minimum Qualifications:
o Must pass background check.
o Valid resident Driver's license.
Supervisor Responsibilities:
Provide strategic leadership and effective oversight in the prevention, repair, and construction of distribution/collection lines. With specific focus on managing and working directly and indirectly with field crews, ensuring compliance, accountability, and logistics that align with City goals. Will directly supervise between 3 and 8 employees.
